It's simple to be honest, there are many game engines with a lot of documentation like Unity, UE4 (now 5) and ren'py for vn games.
You only need money for music (~500 usd for some average themes) and for assets if you can't model/draw (that's pretty expensive).
Not sure how hard it is because I had a background in this stuff since I was a kid so I am biased.

People even make them without AI and use 3d super realistic models without knowing much about art. I personaly hate those games and that style but people still play them so I guess it works.

He doesn't know how to draw and probably not even how to code a lot since he's using ren'py and it's pretty simple python

Jfl it seems like we had a similar pipeline.
Yeah I played a bit with chara studio and can make decent animations but it looks too generic so I just decided to learn to draw 2d anime girls myself.

Making games just seems to be a lot of effort, even if you are making a visual novel, you would have to make the illustration, or pay someone to do it, the same thing with the soundtrack, it all just seen to be a pain in the ass. Someone would have to design the UI as well, fuck this, I'm just too lazy for that.

I can't say too much detail but its going to be an rpgmaker game set in a small town where a government experiment is happening and is being heavily guarded by thugs who'll rape the protag if you lose a fight with them

The protag is some 22 year old foid who is from said town before it all happened and shes visiting her childhood home to aquire it after her parents died in a freak accident
