It's not a real quote, bastardized one for a movie dialogue tbh.
Also relatively trivial statement tbh once you trim out fancy wordings.
Basically says that as far as we know you have one particular life(even if it repeats itself) and your actions are final. So make your choices carefully. Pretty conventional wisdom.

It's just another take on metaphysics among countless. it's equally valid and invalid as any other since metaphysics is (at least currently) beyond the realm of scientific inquiry to prove or refute it.
Wouldn't really have a practical effect on our lives even if it were to be true neither.
Also define "you" here. Depending on how you define self, you can consider them the same person in this scenario.
Obviously this is more likely to be just a thought experiment scenario than the real nature of the universe but still.

No, I don't think a fancy thought experiment would not absolve us from responsibility and consequences of our actions.

What is "being"? If universe repeats, then you can say that they are the same being.
Think of it akin to ship of Theseus.
Assuming they act the same, look same and fulfill the same roles in each cycle, then each selves are the same.

You can "cognize" each selves in universe's different cycles though.
thus it is deserving of refutation.
Not any more or less deserving than any other conjectural take on "what is self" then.
You selectively applied it to the definition you didn't like.
