Here is one of the former communist Romania's leaders, like him or not, he had a based policy which banned all birth control and limited greatly abortion. The result? A great increase in babies born, revitalizing the next generation.
The problem was, Romania simply did not had the resources and resulted in lots of babies abandoned into daycares.
Anyway, abortion ban brought up many women resorting to risky methods which could result in their deaths - good! We need natural selection to take out those psychopaths who don't want to have kids.
With modern planning and AI technology, we can partially correct the problems of poor childcare, maybe even bringing in foreign workers (if necessary) on the condition that they could not have a child with a local, and if so, would not be given citizenship.

Contraceptives were removed from sale and all women were required to be monitored monthly by a gynecologist.[3]: 6 Any detected pregnancies were followed until birth.
