The truth is, unless you can convince the people to stop using the delivery app, or make them significantly more expensive (due to lack of cheap third worlders driving), and the cheap labor it's pretty much over. Pushing anti immigration will be unpopular when the quality of daily life begins hitting the regular people. (More expensive goods due to less cheap workers)
Automation is hard in Japan either. Good luck coordinating hundreds of drones to deliver food without crashing; in a crowded place like Japan, crashing does a lot of damage.
