I do not have any knowledge on AI so take what I type with a grain of salt
Why not make a specific module for ordering if it's having difficulties? either hard code some parts or train a specialized AI in that specific scenario:
Basically using a different AI, switching to it when it detects a situation where it has to make an order and return to the main AI when it's done.
