The narrator seems to be the brain, and the person being ordered is the heart. The heart wants to go out, wants to try, so it can obtain relationships and those others "desires" of the world. But, the brain, knowing that it's been rigged from the start, is trying to convince the heart to go and LDAR since it's over, and it's been over since the person was born.
