the highest-ranking was Rear Admiral Robert Gilbeau, who was convicted in June 2016
"First, Francis realized that if he could influence the USS Blue Ridge, the 7th Fleet command ship, port calls could be manipulated. He opened an office in Yokosuka and hired a retired U.S. Navy lieutenant commander, Edmund Aruffo, who had unfettered access to the command group. Francis spent nearly $2 million in bribes, travel, hotels, prostitutes, gifts, and other gratuities to influence and conspire with high-ranking officers. He would use Aruffo to convince the planners to utilize ports identified by Francis as “Pearl Ports,” where overcharges would occur."
