NATO was formed to counter the Soviet Union and its expansionism. After the Cold War, Russia had neither the means nor the desire to expand and conquer the world, so NATO could have limited its power or ceased to exist.

Instead, NATO kept bringing these countries under it and placing nuclear weapons on the Russian border. Putin saw this as a threat to Russian sovereignty and launched an invasion into Ukraine. I have more sympathy for the Russians.

Russia don't need Romania and it could just installed Russian-friendly governments in Baltic States instead of occupying them
