I'm roughly 5'8 (5'8.5 to be exact) and my younger brother is 12 years old and turns 13 next March, he's already 5'7. There's no doubt in my mind he's going to be taller than me come march.

This. OP the safe way of doing this would be to lace his food/drink with estrogen. This will stunt his growth immediately. Keep doing it once or twice a week until he's 17 and you will maintain your dominance.
