I calculated out since there are 30 million Yemenis and I would be willing for America to spend $300 billion to wipe these pests out once and for all. Then that means we can pay $10,000 per scalp that Yemeni mercenaries send us. So say some Yemeni raiders go into a village and kill 100 people in Yemen. Then they send us 100 scalps and we wire $1 million USD to the mercenaries account, we even could pay in Bitcoin if they want.

Ya you can't trust them good point. I might need to put in more verification like video from cell phones of them scalping the person. And for bodies they just killed before scalping I'm not sure, possibly thermometers like they stab into meat to check the temperature.
