Not all. The truth is in the fiction as allegory, usually sci-fi and fantasy. Eg The Truman Show is about someone surrounded by actors. With no starting point of truth it was difficult for Truman to figure it out. Think of how we are surrounded by media, movies and "news". Also the powers are widespread, suburban and local, your fake friends, your weird family. They all know the psyops and pretend to believe and defend them.
