Where they still mainly were capitalist, but also started building the social welfare states funded by capitalism. It turned out to be synergistic, as people in America who were poor and lower middle class got more money, they bought more stuff. So they were driving demand in the economy. Whereas a few rich guys and everyone else poor is a shit economy.
Now as capitalism makes us richer, we increase the social welfare state bit by bit over time.
