I don't think we need that level of punishment, just equal punishment between native and foreigner so that nobody feels like there is a two-tier justice system (we'll deport if there's not enough space). TBF if you're already born within your own native country then you should not be allowed to immigrate in the first place, though people who where born into somewhere foreign without their consent or any knowledge of their own ancestors' language are a different story (they didn't necessarily choose to be born there, nor can they just suddenly learn the language of their ethnically native lands on the fly).
