Long video but to sum it up the cop gets a panic attack and starts shooting wildly at a guy in the bush for no reason the victim getting shot at is then charged with inciting a panic attack in an officer the only thing he did was record the officer while announcing he is filming him.

Also the cop only resigned and faces no charges I can tell you if any other citizen started shooting at random at people he couldn´t just quit his job and all would be fine and dandy but of course police officers have special rights because they are protected by the government.

So basically the cop lost his mind and starts shooting at another man and then that man (the victim) gets charges with inciting a panic attack in an officer.

Exactly they will never be charged and are always justied in their actions and even when they are the worst punishment they will get is getting fired which is absurd if they shot and killed someone and got fired it means they did something wrong which would imply they should go to jail like any other citizen would but of course the government shields their law-enforcers.
