Pretty much. They can literally attack anyone and then claim he called them a nigger and the whole world will be like "oh ok then no big deal."
If that happened to me I would sue the nigger both for assault AND defamation, and trust me it would be better for him if I won the case.

Was this in Toronto? I ask since I recognize the shape/color/fabric of those seats, the stretch buses they use and the covid signs they put on some of the seats for social distancing.
