She’s from the 80s anime Urusei Yatsura(from the same creator of Ranma 1/2 and Inuyasha) Lum’s basically the OG Waifu.
The art style looks similar to Lupin the Third in a way.
There kind of from the same era(70s and 80s) might be the hand drawn look that gives them a similar vibe plus there both pretty cartoony anime.
