Always interesting to read stuff like this when Western conspiracy theories get too boring and mainstream. I once read a substack post that basically summed this up as Koreans being to the Japanese what the blacks and Jews together are to whites. A criminal underclass you have a lot of historical guilt towards, but they also dominate your entertainment and have strong corporate presence (and, I guess, them having a pretty rich and advanced country right next to your is also a factor.)
Believe it or not, sometimes it happens in the same ethnicity too.

I don't understand how they can view koreans as these masterminds.
For most of their history they were pretty content staying on their peninsular nation in serene isolationism, licking China's boots.
