Well I agree that his introduction was pretty late, but why do you dislike him? For being an autist with OCD? I really liked his whole quiet life thing. It fits in pretty well with the theme of part 4. Morioh is a strange bizzare town with secrets, just like Kira himself. Also, I found him to be pretty relatable. Just like Kira, I want a life away from all the bullshit of this clown world,while also wanting to fulfill my desire to do stuff to normies and foids.

Araki mentioned he never planned putting Kira in the story until later on, thats why he never appears in the background in the manga unlike in the anime where he is foreshadowed
