Some would argue the same for NW Europe taking ideas from Rome/SW Europe, which is arguably true to a degree, but it also neglects the fact that Celts/Germanics did have somewhat similar societies to begin with, and also sort of "molded" the ideas of Rome to better suite them.
Japan was more or less a straight-up carbon copy.
