No, it doesn't. I don't see any statement singling out incels on that page. I don't see any statement suggesting that
all incels are guilty of some form of conduct.
In fact, it says quite clearly that those the Biden administration considers to be DVEs involve actors who conduct or threaten to conduct activities as described in 18 U.S.C. § 2331 (5), and that "the mere advocacy of political or social positions, political activism, use of strong rhetoric, or generalized philosophic embrace of violent tactics may not constitute violent extremism, and may be constitutionally protected".
This is standard boilerplate written up by junior employees, a report that simply says "oh look guys, terrorists exist" is just an indirect way of saying "Congress pls appropriate our agency moar budget for the next fiscal year ok ty".
I don't give a fuck about those reports. Here's examples of stuff that would actually grab my attention:
- Someone introduces a bill in Congress that would amend federal law
- The White House making a statement that they would seek to work with Congress to amend federal law
- An executive agency amending an administrative rule
- A precedential court judgment, or a case that could potentially lead to one
