Don't reinvent the wheel. Just bring back pre 1965 immigration which largely only allows whites to immigrate here. Allow all non-whites born here and legal non-white immigrants who are already here to stay. If the white population of Russia, Ukraine, South Africa and Serbia decline then so be it.
