Women are not the only ones blamed for the height discourse, thats not even true. They are just blamed for it in context of dating.
Women are the only ones that refuse to date short men because of their height and men aren't the ones doing this to other men. That's the difference.
Women are literally the gatekeepers of sex and drive sexual selection so they are the reason for why the selective pressure for taller height in men even exists in the first place as female choice is ultimately why men are growing taller in average over time. So it objectively the fault of women here as they're the only reason why this preference for height even started.
