I'd go insane without hot water for as much as 24 hours, let alone a month

it's nothing new for eastern europe and probably soon all of europe, in germany it was trending to buy electrically heated jackets with batteries

i live in a shithole basically, still going without hot water for a couple of days is rare, it's sad that europe has chosen the path of degradation.

a shithole will do fine if its systems are not fully centralized, meaning that a problem somewhere will not take down an entire system
