I think the labels like chad, Stacy, becky etc. only work as shorthands to communicate a general idea and are still only barely useful at that. It's all dependant on context and how the term is understood between the people using it. Real people are much too nuanced and complex to fit perfectly in small generalized boxes like Chad or stacy. The term chad can be used for any guy that's generally very attractive and good with women but it's not a strict binary that someone either is or is not and most people who get called a chad won't fit perfectly into all the sterotypes associated with it.
The Stacey / Becky feels more like the incel outgrowth of the madonna/whore, good girl/mean girl, other girls/ me dichotomy that's always been a gross oversimplification of a diverse group of people.
I'd say if a girl is conventionally attractive and has as an easy enough time having a love life and positive social interaction the term Stacy can be used to apply to her.
