I study Biology in college and have worked with students pursuing Masters and PhDs (eg. those who have done more research than I have). 

Folks from Africa are genetically superior to humans from other parts of the world in regards to leg muscle-activity (eg. running). It isn't that big of a leap to say that brain development would be of similar consequence in regards to other people.
