A leader is mostly born. The leader rises though his pack of circle of fellows though his dominance, whether mentally or physically. A good looking and strong guy is more likely to get positive reinforcement from all his life, thus setting the stage for his alpha personality.

Putin have the qualities of a leader. Good physical superiority, intelligence and somewhat decent looking..
Putin made it into KGB which requires a large amount of intelligence and physicalility.
He was also a Lt Col for Russian military which is a really high position.
He may be a manlet but his other qualities are very overwhelming.

Most leaders are bullshit artists.
I know at least 4 people that are ugly AF, but became successful leaders by making their own companies. And the funny thing is, even though they all have similar personalities, they got them in different ways. 2 of them were orphans and lived in the streets when they were small, that made them low inhib AF, the other 2 traveled a lot and became low inhib that way. All 4 are very NT.
Environment, if you're raised in a good environment & praised & guided you will do well, if you're shit on from day one & made to feel small you'll forever crawl.

I can't know for sure, but I'd say that they became NT by treating a lot of people, I suspect becoming low inhib when you are very young is key.
