I have to disagree with a lot of the documents' underlying approaches.
First of all, there should be a a requirement of an Incel Syndrome diagnosis by a specialised psychologist at a sexual health clinic (see this post). The important point here is that the condition is only recognized as such if you've suffered substantial disadvantage or psychological pain from it which can vary in severity from person to person depending on their sexual desire, surroundings and other factors such as socioeconomic status, IQ or neurodiversity etc.
I'd also like to float a question: Does a 7 really deserve as much $ as a 5 or 6?
And why would EVERY ethnic and <6ft man get 2500$? I've seen some quite promiscuous ones who intercourse with beautiful women regularly.
