inhib = confidence/anxiety. low inhib means lots of confidence and willingness to take risks and be aggressive. correlated with high T(testosterone). high inhib is the opposite with anxiety and being very cautious in social situations, usually correlated with low T or a social anxiety disorder.

based means not giving a fuck about what people think of you.
