Texting used to be more expensive than using the Internet in some countries other than the USA. I don't know how it is now but people have become used to it. But anyway, I think chatting apps which are tied to your phone number are stupid regardless.

I didn't think of this before, but apparently SMS messages aren't E2E encrypted. I don't think this is why your family members would avoid that because I wouldn't expect normies to care about privacy, but to answer your previous question ("why to people need extra apps to text"), it sounds like a good reason to use chat apps, especially open-source ones which are not owned by Facebook and don't make suspicious changes to their privacy policy coughnotwhatsappcough.
