Under 180cm you are legitimately short among younger people.

Tall starts at about 188cm nowadays.

Look up the average height in your country (for males obviously). If you are below that height, by definition you are a manlet. Someone who is short is below average height. However it is a different story when it comes to foids. They'll consider you "too short" if you are under 6'3. But if we're just talking how tall you have to be to be considered short that's how you know.
It's not universal. It's the same for being good-looking. It all depend on who you are comparing yourself to. If you are 5'8 you wouldn't be considered a manlet in China but you would in Denmark.
