in aus you have to do an online test, a drivers test and pay for the learners permit and i think you pay for your reds and green ps but not sure.

Kind of true, I guess. I could afford to pay for it at a young age by sheer luck, I'd say. Both my brother and my sister couldn't. Only my brother could eventually, but not until he was way past his thirties.

The thing is, having a car and a license to drive it helps a lot to find a job, but you need money to get both. It's yet an other vicious circle.
