It was in buffalo and yes I think the feds set this up, even the feds were the first ones to show up to his parents house for "their" investigation. He also had targeted a low income African American dense population so that way it didn't effect anything economically and no one of important status would be caught in the cross fire. He could of easily taken his own life but chose not to probably as some sort of agenda the Feds are fulfilling keeping him alive. Also to note no mentally unfit individual shows up in full kit to a fucking mass shooting at a tops that raises a lot of eyebrows.
