Narayan is a civilised God, means he thrives and protects civilisation he stands for the tests and bounds of civilisation, Mahadev aka Shiva is an uncivilized God he doesn't care about the world or it's rules and regulations he's easier to please and doesn't test you as much, he was worshipped by Asuras aka demons cos he'd be pleased by them and grant them favours irrespective of their moral inclinations.
