I can't talk for Americans, but here in Germany It would seem that only relative height matters. I have a friend who is 5'3 and he has a different girlfriend every semester... the trick is that they are all 5'0. I have never seen a girl dating a guy that isn't higher than her though. You won't see a 5'0 girl dating a 6'4 guy because it becomes a logistical nightmare.
