When policemen roadblock a driver and ask him where he is going, he may explain he is going to visit the girlfriend who is in a LTR with him, however how can policemen tell if the boy is actually having an LTR with this girl or he is just hooking up with her?

the government didn't really know what to say so they changed the text of the law again: "if one feels affection for a person, he or she is able to visit him or her"
