It's the theory that women in modern day, gynocentric, feminist societies prefer men who are losers (socially, financially) and have beta attributes. The reasoning goes that women in such societies have everything they would need that they were reliant on men on in previous societies, like resources and protection. So what they seek in men is exactly the things they're lacking and that current society fails to explicitly provide, which is a submissive and emotionally available, submissive man over whom they have complete control over.
The theory has logical validity, but it doesn't have a lot of real world concrete examples, and it fundamentally goes against lookism theory. Briffault's law and the black pill basically cover the fact that women are extremely utilitarian when it comes to men, which is probably how ODT (oofy doofy theory) came about. In modern Western societies women do seek the stereotypical chads and alphas, but chad doesn't fulfill the needs that those cuckish and simpish oofy doofies fulfill. So after they realize that chad is not controllable and not "emotionally available" for them, they seek those elsewhere.

Not exactly. A simp in the traditional sense is a beta male who goes out of his way to offer help, money, moral defence etc. with no expectation - only the hope - of sexual and emotional reciprocation, whereas the oofy doofy may do these things with the expectation.
You can think of it like a simp who actually ascends, if it helps.
ODT doesn't really add anything new, but it does highlight the phenomenon I described earlier that happens in gynocentric societies. I just call it "repackaged betabuxx theory."
