I'd say around 14-17 degrees celsius would be perfect. 14 degrees would be great, you would never have it hot, if you have it cold you can just put on a sweater. It's just warm enough that you don't need to have the heating on in your home. Only downside I can think of is that it would be too cold to sunbath or go to the beach, but I never go to the beach anyway.
17 degrees would also be fine, and you'd also be able to sunbathe on a sunny and non windy day, but if you had to do physical work under the sun, you'd sweat.
20 degrees in a non humid climate would be pretty comfortable, and you would also be able to go to the beach year round, but you would still sweat under the sun.
I live in a humid country, and I think I'd pick 14 or 15 degrees.
