OP you are examining cases of direct enabling which can at least be avoided by personal choice.

We should probably also examine the SYSTEMIC enabling too, like for example how women disproportionately get disability bux despite being able to do all kinds of easy work: even a quadriplegic woman could get easy bucks from sex work.
