All these depend on what it's the main objective of the army. For example, USA likes to bully other countries around the world, so navy is the most important for them. Israel likes to create terror in countries around them, so land army and air force are the most important for them.

For the incel army I believe de-indoctrination of the population will be most important, so I choose general staff.
