Indeed.
When you get to that part in the game is so epic.
In my opinion, no other Pokémon game can match that moment.
Emerald and Heartgold for me are the best Pokémon games, storywise.
I love Sapphire, but its short compared to Emerald.
When you finish all Elite Four and Wallace, it is introduced Battle Frontier, and then after getting all the gold achievements in all Tower Brains, you get to fight Steve.
That is the real endgame for Emerald.

Sheer Cold only has 5 PP.
I also forgot to mention that Groudon has Fissure having only 5 PP aswell.
Both Sheer Cold and Fissure are one hit KO´s.
They have 30% accuracy.
So its a hit or miss.
If you take those out, and make Groudon use solarbeam against Kyogre, and then Hydro Pump or even Blizzard against Groudon.
Since he is a Ground type.
It´s over.

IIRC Sheer Cold and Fissure only work if your on the same or higher level of the Pokémon you’re facing. Aside from that though Kyogre definitely comes out on top
