"state" information - by which I mean, how a website knows that you are you, is not actually tied to your IP. This is because multiple users will have the same IP. Instead, it's tied to cookies in your browser.

...however, if they really want to get rid of you, they can and will ban your IP.

But the way they know you are you, is when you log in, they store a cookie on your machine. If you clear your cookies and change your IP, then there's almost no way for them to know it's you. I say "almost" because there is the idea of "browser fingerprinting" but I doubt anyone really gives a shit about that.

tl;dr most websites use only cookies. An IP ban would be considered the nuclear option. Unless you're trying to evade the CIA, that's all you need to worry about.
