I live in Cuckland, UK and I had to verify my age the other day to be able to message and use voice chat on Xbox. It started with porn and now I have to verify my age to play Xbox properly. I predict that we will eventually have to show our ID just to browse the internet.
There has been talks about a potential VPN ban for under 18s, therefore you'd have to show your ID to be able to use a VPN, this defeats the whole purpose of a VPN

Hm apparently at least so far the OSs just have to ask your age, not ID check. So I might have gotten that wrong!
But I do find it very unlikely that it won't progress to that soon.
