Sure, but they had to give him Chad abilities to get him anywhere.
In BNHA's universe anyone without powers is basically unattractive by default, it would have been far more relatable if Deku managed to succeed despite having no powers -- but just giving him the most OP power in the world just makes him essentially Chadlite.

the thing is when uraraka showed her crush on him she didnt know he had that power. she only knew in the first round of the entrance exam.
