It's possible for growth plates not to fuse completely by 21, but it's incredibly unlikely. It normally happens at 17 or 18.

I'm sure mothers are disappointed and angry when their son turns out to be short. They're foids after all and know the best how important height is. I always laugh when short foids get children with a tall guy and they turn out short. They really think getting a tall guy is enough and forget that kids can get their genes too. Lol.
