It's because it's the most logical decision, if Egypt lets all the Palestinians into the Sinai desert then they would breed an organisation greater than Hamas which would then cause another invasion into Israel, this event would then allow Israel to invade Egypt because they have a legitimate reason to. Egypt doesn't want any of its citizens to die and to lose another war to Israel like they have many times in the past, it would hurt their economy which is much weaker than Israel's one, Egypt has already humiliatingly lost Sinai to Israel. They agreed to make peace with Israel in return for Sinai and send aid through the border instead of allowing millions of Palestinians in which case would be devastating for both the Palestinians and Egyptians.

Also countries like Egypt, Saudi Arabia and Jordan have already taken in thousands of Palestinians
