All Asians should fit these standard. I'm allowing some leeway so it doesn't turn into a witch-hunt.
Non mongoloid ethnic groups are designated as foreign blood, with the exception of Uyghurs, Turkics, Nepali, which are historically mixed groups. (We have the skull test for this if their foreign genes are dominant phenotypically)
His skull must fit within the parameters designated as "mongoloid".
Only one "full blood" is permitted in grandparents. theoretically, all grandparents can be quarter mix
The above one-two punch approach ensures that each person's skull will be Asiatic and whatever mixtures become phenotypically irrelevant.
