My very first experience with American public transport was in Boston. I was doing a college tour. On a quick hop on the Red Line between Harvard and Kendall/MIT, I saw a woman whose dog peed in the carriage. Next to her was a homeless man who was so high he didn't notice.
That is disgusting and would simply never happen in Tokyo or Seoul.
I was just there a few months ago. NYC subway is pretty dirty (of course). Signs are confusing as hell in certain places. God help you if you have to reload your card with some creepy homeless guy shouting at people standing right behind you. Still better than San Francisco's, which is basically a glorified homeless shelter.

Luckily in San Francisco you can download one of fifty or so ride-hailing apps, most of whom are bleeding cash and being propped up by venture capitalists who fly around in helicopters and laugh at the poors beneath them.

Yeah, any American who thinks America is so clean and wonderful has never been anyone else. It's a pretty trash country in a lot of ways. LOL @ that story...that's pretty typical.
In my city (east coast) the rail system is an absolute joke. As far as busses are concerned, there's only a 50% chance it'll show up even remotely on time, 5% chance it won't show up at all. When you get on, it's all random homeless, some dudes who look like they just got paroled, and a couple fat people going to work. Nothing like the average clientele in other cities in Canada or Europe I've ridden alongside. I'm sure the same could be said of SEA based on your remarks.
I suppose my view of the U.K. could be slightly warped because I spend a decent amount of my time in central London, which in general is a relatively privileged part of the U.K.
Given how cheap it is to drive in the U.S., I suppose there simply isn't sufficient incentive for politicians to fix their abysmal public transport situation.
I don't expect trains to be entirely spotless with cushy seats, but they need to at least be on time. Which they never are.

Agree, I think it's a lost cause at this point.
I'd probably be more forgiving of the public transit here if the roads and bridges were maintained adequately as a trade off. But those are largely in utter disrepair as well (except for the toll roads, go figure). So it's a Catch-22 that develops around cities where the roads are congested, cracked, and potholed (making public transit attractive), yet the public transit system that exists is terribly inadequate and grossly unreliable. A no win for the average person, many of whom would probably rather take a train than spend money on fuel, maintenance, bureaucratic state vehicle inspections, and the rest every year (assuming they don't have an actual car payment on top of those things).
