Both are important and interconnected. Your genes will effect you'd social standing and romantic potential, (no shit) which will in turn effect you'd mental development. The problem is that we've subverted natural selection so those bad genes which would otherwise be purged, don't.There are deleterious traits that are not expressed but are still carried by the parents that the offspring has a chance of inheriting. Also, what traits are prized or scorned depends on the population you are in and/or time period.
Some things like being officially-diagnosed with a psychiatric disorder that you take medication for like in my case has always carried a huge social stigma and still does.

I want to add that identical twins who were parted at birth still grow up to be exactly the same not just in looks but also in personality. Upbringing is important, but genetics are more important. Essentially the nature vs. nurture debate. Look up the identical twin experiments, they are eye opening. It's all in the genes.
