Nah, plenty of early games predate the ability to be profitably monetized and came into being either as a way to just pass time, as a way to toy around with some ideas that would be impractical to test IRL(in the case of some war gaming) or as a way of messing around with an emerging technology, most of these were of course refined and monetized later on but it doesn't change that the earliest concepts were designed without intent to be commercialized.

Beyond that we must also assert that there's a big difference from the early days of gaming where the ideas were still being pioneered compared to now where so many ideas have already been tried and tested so it's better to just take elements of what's been proven to be successful and attempt to recombine them into something that might draw consumer interest. Being the first to do a good concept, especially if you did it well used to be a pretty reliable way of achieving success and hardware performance increases used to allow more to be possible but we've just reached a point of diminished returns both technologically as well as creatively.
