It’s Basically about a part of the United States that through a legal loophole is able to make crime completely legal. Meaning you can commit any crime and not be prosecuted. It’s basically a huge autonomous zone (am thinking it should be in northern Washington or rural Nebraska) or it could even be a major city
It becomes a tourist attraction but after a few killings most people fuck off and it is basically quarantined off (sighs saying “warning you are leaving the jurisdiction of the United States government”)
Eventually after two years the main characters enter in as bounty hunters looking for a criminal who committed crimes in the United States or maybe even reporters trying to make a documentary.
Eventually the deeper they move in the more they discover fucked up things like feral drug addicts, gangs and criminal organizations. It then eventually ends up leading to a conspiracy involving the United States government and secret satanic societies.
